Federal agency for the CIS affairs, compatriots living abroad, and international humanitarian cooperation (Rossotrudnichestvo) with participation of the New Perspectives Foundation of Social Initiatives Development announce the launch of the “Chaika” Global Internet Competition, dedicated to the 50th Anniversary of the first woman cosmonaut V. Tereshkova space flight (hereinafter – Competition).
1. General provisions
This Provision defines the Competition’s procedure, its organizational, methodological and financial aspects, procedure of participation and selection of the Competition laureates and winners.
2. Goals and objectives of the Competition
The goal of this Competition is to draw the attention of the international community of Internet users to the achievements of Russian science and culture through encouraging interest to studying the Russian language as an integral component of the world culture, as well as providing the opportunity of access to the educational resources through the Internet, including the ones of cultural and educational nature, and to the collection of the unique exhibits, created during the Competition and placed on the web page of the Virtual Museum of the Space Exploration Era, named after V.V. Tereshkova.
Increase interest towards studying Russian by foreign citizens, compatriots living abroad, students, school and university teachers, including Sunday and additional schools with Russian language in Russia in the former Soviet Union and beyond;
Draw attention of the Competition participants to the Russian science and culture achievements in the field of space exploration;
Contribute to preserving a language and ethno-cultural identity of Russian compatriots;
Accumulate and place the exhibits created during the Competition (electronic documents) on the Exhibition section of the Virtual Museum of the Space Exploration Era, named after V.V. Tereshkova web site.
3. Subject of the Competition
Subject of the Competition is organization and conducting the “Chaika” Global Internet Competition on the Virtual Museum of the Space Exploration Era, named after V.V. Tereshkova web page.
History of Soviet and Russian cosmonautics;
The first manned space flight;
The first space flight of a woman cosmonaut;
Soviet and Russian space launch sites;
Soviet and Russian cosmonauts;
Soviet and Russian space ships and stations;
Russian space projects;
Soviet and Russian scientists and engineers;
Russian participation in the international cooperation in the field of space exploration;
Russian contribution into space protection against ecological threats.
4. Dates and timeline of the Competition
The “Chaika” Global Internet Competition is being organized and conducted on the web page of the Virtual Museum of the Space Exploration Era, named after V.V. Tereshkova at: www.cosmos-museum.com
Competition launch announcement – September 1, 2013.
Competition applications are accepted till 18.00 Moscow time, October 15, 2013.
Competition results will be announced by October 25, 2013.
5. Organizers and working bodies of the Competition
Founders and organizers of the Competition are Federal agency for the CIS affairs, compatriots living abroad, and international humanitarian cooperation (Rossotrudnichestvo) and the New Perspectives Foundation of Social Initiatives Development.
The following working bodies are created to reach all the set goals and objectives of the Competition:
Working group, consisting of the specialists in the field of web sites development and competitions conducting, is created to develop competition documents and communicate with the Competition participants.
Expert group, consisting of the Competition organizers, teachers from the educational facilities, experts in the field of e-learning resources, is created to select, analyze and assess the relevance of the submitted works.
Competition Jury, consisting of the Competition organizers, Russian education and science ministry representatives, National Training Foundation, Roskosmos, teachers of the educational facilities, experts in the field of educational web portals, is created to sum up the results and award the Competition winners.
6. Competition participants
The Competition is open for:
Compatriots living abroad from the following age groups:
- 6 – 15 years; - 16 – 22 years; - 23 years and older.
Foreign citizens studying Russian from the following age groups:
- 6 – 15 years;
- 16 – 22 years;
- 23 years and older.
Foreign schoolchildren and students studying in Russia from the following age groups:
- 6 – 12 years;
- 13 – 17 years;
- 18– 22 years.
Both individual and group exhibits (e-documents) are allowed to participate in the Competition. In case of group participation, the group leader’s contact details should be provided.
The group of authors is defined as:
- The group of the Competition participants – schoolchildren or students, submitting a cooperatively made competition work, including the one created with the involvement of teacher;
- The group of the Competition participants, members of one family, submitting a cooperatively made competition work, created by the child with parents’ support.
Exhibits (electronic documents) for the Competition can be submitted to participate in 5 nominations, 3 groups of participants of 3 age groups, set forth in Section 6 of this provision:
The Best Literature Project (essay, composition, story, verse, poem, song, ballad, etc.) in Russian and the Competition participants’ languages
The Best Presentation Project, web page or web application
The Best Photo or Video
The Best Computer Game or Animation
The Best Graphic Images – scanned drawings performed in different manners or graphic processing software.
8. Competition participation and exhibits requirements
To participate in the Competition, the applicants should register at the Competition web site: www.cosmos-museum.com, fill in all the fields of the Participation Form, providing all the contact details for further communication with the Competition organizers.
After registration is complete, the participants will be able to place their exhibits (e-documents) or give the link to the file/media hosting site where the exhibit is located (e.g., youtube.com).
The decision on placing the exhibit at the “Exhibition” section is made by the Competition Working group, given all the exhibit requirements are met. The list of the Competition registered participants will be published on the Competition web page: www.cosmos-museum.com.
The participants are eligible to submit more than one exhibit to the Competition in any of the nominations stated above.
Organizers of the Competition reserve the right to refuse placing the exhibits on the “Exhibition” section, in case of the Competition requirements violation.
Technical requirements for the exhibits:
MS Word files (.doc, .docx), of no more than 10 Mb;
MS PowerPoint presentations (.ppt, .pptx), of no more than 10 Mb;
Photographs, resolution - 1152×864, of no more than 10 Mb, formats - JPEG (.jpg), PNG (.png), GIF (.gif); video – of no more than 5 minutes, max. 50 Mb in size, format - MPEG (mp4);
Computer games, sites and animation should be submitted in digital format, PC/digital device compatible, as well as correct representation of the web site in any of 4 browsers (Internet Explorer: version 8.0, or higher, Mozilla Firefox: version 10.0, or higher, Google Chrome: version 23.0, or higher, Opera: version 15.0, or higher);
Drawings, resolution 1152×864, of no more than 10 Mb, JPEG (.jpg), PNG (.png).
9. Exhibit selection and assessment criteria
The submitted Competition works will be assessed by the Competition Jury. The following criteria will be used to evaluate the submitted works:
Covering the topic of the “Chaika” Internet Competition;
Compliance with goals, objectives and requirements of the Competition;
Compliance with the exhibits technical requirements;
Focus on a wide Internet audience;
Original idea and technical implementation;
Unique and creative approach.
10. Requirements for the copyright compliance while creating the exhibits (e-documents)
The Expert group will consider the exhibits (e-documents), developed by the authors participating in the Competition. The participants are solely responsible, in accordance with the international law regulations on intellectual property and legislation of the Russian Federation, before the owners of the exclusive copyright rights for the materials used in the process of exhibit (e-document) development.
In case exhibit (e-document) contains any materials owned by other authors, the Competition participant must indicate the authorship.
The works submitted for the Competition can be used by the Competition organizers both on the Internet, and other media with the developers’ authorship indicated, with no additional conditions and royalties or other payments.
11. Awards for the Competition laureates and winners
Laureates and winners will be announced by the Competition Jury on October 25, 2013.
By October 30, 2013, the Competition laureates will receive their diplomas signed by the Jury members, via e-mail.
The winners in five nominations, three age groups and three target groups will be invited to Moscow in 2014, and will be able to visit memorable places linked to Russian space exploration and historical events.
The Competition doesn’t provide any restrictions for participants in terms of their religion, geographical location, social status or gender.
